Its art. Its a videogame being used in an artistic way. Its an interpretation, a way of looking at N+ in a very unique way.
People dont make art because they are bored, they make art because its what they do, the N+ level editor is just a medium for expressing creativity - the same way a pencil or canvas is.
I once made a Burnout 3 track in the minigolf course editor. So yeah ;)
In 10 years time Burnout PC may be modded/hacked up enough that we can play road rash on bikes around Tropical Drive. Then stop by the buddha and play a round of crazy golf around the base of it. Or we could just fly off to the Far East and do it for real.
