Just fire everyone at the SEC. Every. Single. Person. Should lose their job. Just blow that agency up with TNT and start over from scratch.
I think heavy fines and a lifetime ban on working in the financial sector would also be appropriate. I honestly don't care if everyone was doing it and that was their culture.
